Progress of Raijor Padulit Raijor Sarkar (RPRS)

A Report

is a people centered development process and redressal of public grievance at the doorsteps through peoples participation for the overall development of the state and for achieving excellence in all walks of life.

Raijor Padulit Raijor Sarkar (RPRS) is a programme designed by the present Chief Minister of the state for redressal of public grievances and to take the administration to the people. The programme aims at creating public awareness on the various Government sponsored developmental schemes. The 1st and 2nd round of RPRS has been successfully completed in the district. The progress is as follows :

a) Regular fortnightly review meeting on RPRS programme has been arranged. A Dist. Level one day workshop on RPRS was organised at District Library Auditorium, Dibrugarh on 12.4.2002 where elected members of Panchayati Raj institutions, Social Workers, representatives of NGOs, Nodal Officers and Heads of line Deptts. Attended and interacted in the workshop. In the last week of April, 2002 a programme has been chalked out for holding Block Level workshop in all seven blocks of the district. All MLAs, MPs, AP/ZP/GP presidents and members have been invited requesting for active participation in the planning, execution, monitoring and evaluation.

II round of RPRS 

The 2nd round of RPRS programme was implemented successfully from 27th  to 31st January, 2002. The programme was created out covering all the Gaon Panchayats areas by holding RPRS meeting as per prescribed agenda and  on the theme Rural Credit

All total 465 Nos. of Gaon Sabhas in 93 GPs were held successfully. 

In the 2nd round of RPRS programme, total 17087 Nos. of IFN petitions and 3883 CN petitions were received. The No. of petitions with no financial involvement is 506 Nos. As per guideline at least 5 CN petitions identified during 1st round of RPRS and till date  598CN petitions are redressed.

The line departments were asked to redress all non-monetary IFN and CN grievance petitions on priority basis and the process is going on(Till now ---no. of IFN petitions and – no. of CN petitions were disposed .The 2nd round of RPRS completed successfully with awareness  programme  on Rural Credit. Steps were being taken through Lead District Manager for GP wise allotment of Bank Officials, representatives  of Banks to attend Gaon Sabha meeting and   10% of such meetings were attended by such persons.         

RPRS Round III

BRIEF NOTE ON III ROUND RPRS IN DIBRUGARH DISTRICT

 The III Round RPRS programme was held in Dibrugarh District, as per guidelines, laying emphasis on the theme “Health and Hygine” accordingly. The Gaon Sabha meetings along with Health Camps were held from 12th to 16th May/02 in all 93 Gaon panchayat covering 7 (seven) Blocks of the District. In total fifty two numbers of Health Camps were held. Meetings were held in the special Areas like Tea Gardens and Weaker section Areas. Regarding char Areas, under Lahowal Dev. Block Gaon Sabha meetings were held in Sarkhalia Chapori L. P. School under Hiloidhari G. P. and in Mahmora L. P. School under Rahmoria G. P.

            On the 16th May /02 plantation programme was held centrally at chowkidinghee field and D. C’s office premises and seedlings were distributed in four leading-school of Dibrugarh. Likewise, along with Gaon Sabha meeting, in each G. P. Area. Plantation programme was taken up and 10,000 (ten thousand) seedlings were planted.

            The Block level conventions were held on 17-18th May/02 as per schedule. The Newly elected ZPC members G. P. presidents, A. P. Members and ward members of the Gaon panchayats attended these meetings.

            The District Level convention on SHG’ s was held on 19th May/02 at the District Library Auditorium. The workshop was inaugurated by Hon’ble Speaker Sri Prithibhi Majhi. He also inaugurated an Exhibition of about 10 members of SHG&s from the District. Deputy commissioner, Dibrugarh spoke on the successfully completion of the 3rd Round RPRS and the rote of the Administration to render help through Departments like DRDA, Agriculture, Industry, NARBAD Bank etc. to help these SHG’s. Leaflets, Literature, etc. were distributed highlighting the various schemes of the different departments relating to SGH.

            P. D. DRDA also emphasised on the SGH’s and explained in detail about the mode of operation. A prepared booklet on SGH was distributed from his Department. Some successfully SGH’s shared them experiences and spoke about their schemes.

            A small play was staged, on ‘SGH’, depicting the changes in the villages that are taking place with successfully implementation of SGH schemes and how the youths of to-day are being drawn towards the same.

Shri. S. Dutta, co-ordinator of “Nature’s Beckon” an NGO gave a slide show on Environment, wild life and the change taking place in the present day world and the role of the SGH’s for building one’s future.

            Shri A Guha of NABARD, spoke on the role of the Bank in helping the SHG’s and the schemes, which they should under take. Shri B. Gogoi, A.P.O. (Agriculture) also gave a detailed speech on the SGH and illustrated some problems which these groups faced and how to go about it.

            Concluding the workshop, Hon’ble M. P. of Dibrugarh, HPC, Sri Paban Singh Ghatowar, unveiled the booklet, “Dibrugarh Marching Ahead”, prepared by the Deputy commissioner, Dibrugarh. In his speech, the parliamentarian laid stress  on the RPRS programme, and about its successful implementation throughout the state.

Awareness campaign on R. P. R. S.

Reference

            As per guidelines, a district level workshop was held on 12th April/2002 at the District Library Auditorium, Dibrugarh to create awareness of RPRS. The workshop was attended by Zonal officers, Nodal officers,  Dist. Heads of officers, elected representatives of G. P’s, Mahila samities social workers NGO’s and others. The utility of RPRS in the development process and about its action, as per peoples expectation was discussed at length, in the workshop with the D. C at the chair. Block level workshops were also convened in all the 7 (seven) Blocks of the district, by the concerning Sr. B. D. O. / B.D.O’s. The Training of the Nodal officers, as well as the awareness campaign of RPRS for the build up to the third phase, was held, as per schedule fixed earlier as shown above.

Subject: (3) Display of Information of works executed in the Blocks / District.

 As per Instructions, development oriented departments, implementing various schemes in rural areas, as well as all Blocks have been directed display all information of works executed.            These instructions have also been conveyed at the D. D. C. meeting of 10.06.2002 to all concerning Departmental Heads, to implement the same.
