Report on Progress on Bogibil Rail-cum-Road Bridge Project  

The proposed bridge site (Longitude 94’ 45’-46” ,  Latitude 27’2’-422” Axis 315’-07’-05”) has been located at approximate 17 Km. Downstream of Dibrugarh town. It has been connected to National Highway No 37 on south bank at Km 580.788 and to NH No. 52 on north bank at Km 307.826. The Rail approach on south bank is connected to Chowalkhowa Railway Station at a distance of 5.83 Km from Dibrugarh and between Sisi Borgaon and Sirpani Railway Station on North bank at Km 382.005 of the existing MG Railway line. The length of the bridge is 4315.20 Mtr. The cost of the bridge along with the approaches etc. have been worked out as Rs.1670.82 corers with the base price level of FY 2000-01. The Moranhat Rail connection is also proposed to be provided with the bridge for which the report and estimates  are prepared by NF Railway. If the cost of Moranhat Rail link, i.e. Rs.91.24 corers is also added, the total cost of the bridge works out to Rs. 1762.06 corers. The project includes the connection of Moranhat by new rail line from Dhamal gaon Station.  A new railway station, New Dibrugarh Rail Station, will be constructed at Boiragimoth Kachari gaon, nearby the Dibrugarh city for which land measuring 404 bighas is earmarked. The proposed new station will be biggest in the region. There will be approaches for both rail and road.

STATUS REPORT ON LAND ACQUISITION FOR RAIL APPROACH TO BOGIBIL BRIDGE PROJECT

Land Acquisition Cases The Railway Department completed giving alignment of the Rail approach of 23.58 KM stretch on 25.1.2002. The alignment runs through 19numbers of villages in three mouzas .  Total 19 Nos. of L.A. Cases have already been framed for acquiring more or less 1295 Bighas of land from these   villages .  In the meantime Notification u/s 4(1) have already been published in official gazette in all L.A. cases.  With consent and co-operation of the pattadars zirat enumeration  and field enumeration   have been completed and estimates are prepared for 16 cases for Rs 7.83 corers. So far Government land is concerned 3 Nos. of  proposals for transfer of land under Land Transfer Rules have been submitted to Government for an area of 192B-2K-5L . Proposal for transfer has been submitted to the Government and the estimate has been submitted to the Railway authority. 

TEMPORARY ALLOTMENT OF LAND FOR WORKSITE 

The Government has already approved the proposal of temporary handing over of 900 Bighas of government land for 3 years on rental basis at the rate of Rs 5 lakh per annum. The land is near Bogibil bridge site and has been handed over. The meeting with Railway officials have been conducted and this has already been informed to them.

LAND ACQUISITION FOR APPROACH ROAD

During the meeting with Railway officials it was stated that there would be separate approach road for motor vehicles for which the Ministry of Surface Transport would start the exercise of land acquisition separately. However, till now we have not yet received any such communication from the Ministry of Surface Transport or Railway authority for land acquisition for motor vehicles.

HANDING OVER OF SERVICE ROAD TO RAILWAY AUTHORITY

The service road has already been handed over by the respective departments like PWD(R) , DRDA, E & D etc. as reported by the Railway officials in the meeting. This will help in the initial preparatory work  to be carried out by Railway authority.

Regarding the acquisition of  twenty four KMs from Damalgaon  to Moran , the Railway authorities have informed that the approval  has not come from the Railways Board. The approval for the acquisition of land as well as laying of railways track in between the two stations should be given. It may be mentioned that with the proposed line, the distance will be shortened by more than 60 KM and the people of Moran and the neighboring areas will get the benefit of Railways head.
