Preparation of vision document for the district. Poultry, Horticulture, Dairy, Seeds, Fisheries, agriculture, agro-industry, Information Technology services, knowledge-based services, Logistics, Tourism, Small-scale service enterprises, Healthcare, sports, historical monuments and Educational services.

Preparation of annual plan for the district.

Completion of all formalities resulting in release of second installment of Rs. 1.00 crore by Central Government under MPLADS for the year–2000-2001

Steps have been taken up to start pilot project for e-Governance in Deputy  Commissioner’s Office for developing Software and E-Governance. Fund has been provided under the MPLADS for Computerization of Facilitation Counter. The software for handling public Grievances is under development and testing.

Developmental Works by District Administration

Organizing   tree plantation in Dibrugarh district by administration, people   and police.  (44,185 Nos. of seedlings have been planted during last six months).Around 10 crores of excise revenue has been collected so far against the target of Rs 17.84 crores which is second highest after Kamrup revenue collection

 Starting of work of anti-erosion measures at Rohmaria with financial assistance from Oil India Ltd. Duliajan. The pilot project would cost Rs twenty lacs, which would be funded by OIL Ltd.

 Successful completion of first ever Rainforest Festival of the country organized in Joypur Reserve Forest in    co-operation with Natures Beckon. The forest IB at Joypur was renovated and other infrastructures were also developed for the tourists and environmentalists. The environmentalists of the state, country and six foreign countries participated in the festival.

Starting   the work   of   waste land   development project in Merbil (Naharkatiya) with focus on promoting economic development involving    about 70 Self-Help groups for pisiculture, piggery etc. under Integrated Wasteland Development Scheme for which over Rs 6.0 crore would be provided by the central government Implementation of NSAP (National Social Assistance Programme.)Project taken up to repair all the roads in Dibrugarh town with available resources.

 

Peoples participation in Administration.

Organizing of Health Camps   (total 219 Nos. of Health Camps organized during last six months.)   Organizing of Peace March on 9th August 2001.Organizing of Rajah Adalat in various circles till now Total No. of Rajah Adalat organized 38 Nos.

Successful completion of Raijor Padolit Raijor Sabha in Dibrugarh in which   total 42206 petitions were received from the public.

 

DEVELOPMENTAL WORKS UNDERTAKEN BY THE DISTRICT    ADMINISTRATION.

 Opening of Sessa Steel Bridge on 21st   October, 2001 constructed   with  The involvement of an amount of Rs. 20,00,000’00 under MPLADS and MLALADS.

Starting of work of Jokai Botanical Garden near Jokai Reserve Forest. The proposed site is only ten KM away from the main town. The approach   road is  motorable. The park is being developed under OIL fund.Starting of work of Botanical Garden at Dibrugarh University. The work is being done under MPLADS.

INFORMATION ON PANCHAYAT ELECTION 2001

The State Election Commission vide notification no dt declared that the Panchayat Election would be held in 2(two) phases on 27th. Dec2001 & 31st. Dec.2001. The Anchalic Panchayat wise area to be covered in two phases in the two phases are given below.

Altogether Elections for electing members of 23 Zila Parishad Committee, Gaon Panchayat President for 93 Gaon Panchayats, Members of Anchalik Panchayatfor 93 Gaon Panchayat and Gaon Panchayat Members for 930 constituencies are being held. For this 1139 types of ballot papers are prepared in the Dibrugarh district, which was printed locally. Different cells were constituted for execution of various tasks.

INTEGRATED RAHMARIA ANTI –EROSION MEASURES DRDA AND DISTRICT ADMINISTRATION

 The Objectives were to: Check further erosion measures, expand oil exploration provides infrastructure facilities provide employment and uplift the economic status.

Acute erosion was observed in the year 1997 in about a 9 Km stretch on the southern bank of the Brahmaputra covering Bali Jan tea Estate in the upstream upto Oakland Tea Estate affecting lives property and fertile land. Tea Estates Educational Institutions, Oil and displacement of population. 

 The erosion was caused mainly due to the combined flow of the river Lohit and Dibang. And joined the existing river channels river channels of Dhola ,Dangri and Dibru in the downstream. The off taking flow is called the Anantalla and with the join of Anantanalla with Brahmaputra increased the intensity of Erosion at Rohmaria.

Anti-Erosion Measures

v      Close the Outflow of Anantnalla and direct the same to Brahmaputra.

v      Pipe Dampener along the River Bank.

v      Tree Plantation

v      Road along the river Bank

RPRS Round II

The second Round of RPRS was held from 27th January to 31st January. The theme was Awareness on Rural Credit

Raijor Podulit Raijor Sarkar is a people centered development process and redressed of public grievances at the peoples doorsteps through peoples participation for overall development and achieving excellence in all spheres of life in the state.

Observations:v   Total number of meetings held at village level was 465

v     On an average, 200 people attended each meeting.

v      Approximately twelve percent of the district participated in the RPRS.

v      The people were satisfied with the action taken by the government in grievance redressal

Clearing of Garbage from Maijan Ghat - joined effort by Dibrugarh Municipal Board & Army 

Dibrugarh Municipal Board along with assistance of Troops of 2 Mountain Division had taken on an arduous task of removing Garbage on the banks of the Maijan Ghat that have been accumulated over the years.

For this a Bull Dozer provided by the army was pressed into service from 27th January 2002 for clearing up the garbage piled up to colossal heaps.

Botanical garden at Jokai, which will be a garden cum tourist resort for the town.

 It is now proposed to construct a park by removing the two ditches on both sides of the approach road and shifting the garbage dumping to about 500 m away from the original location.

REPUBLIC DAY CELEBRATION 

The 53rd Republic Day was observed on 26th January 2002 with a daylong programme .The day started with the playing of patriotic songs followed by Prabhat Ferry.The national tricolour was hosted by Shri Niraj Verma, Deputy Commissioner Dibrugarh At Chowkidingee Playground which was followed by Speech by D.C, March past by Police, NCC, Scouts & Guides , Cultural Show Band by Army etc. The days programme ended by illumination of the dc office premises in the evening.

PROTECTION OF ROHMORIA AREA FROM EROSION OF THE BRAHMAPUTRA

 A pilot project has been taken up with financial support from OIL India Ltd for anti – erosion measures. The project may cost Rs 2 to Rs3 Crores. In the meantime OIL has released Rs 5.Lakhs. Work on construction of Steel pipe dampner at the erosion site has already been started and two dampeners completed. During recent visit of Hon’ble Prime Minister of India to Dibrugarh on 21 April Hon’ble Chief Minister of Assam has submitted memorandum highlighting financial scenario of state and need for economic package for all round development of the state.

STATUS OF BOGIBEEL bRIDGE PROJECT

Railway Department has already finalized alignment of 23.58 KM stretch. The alignment runs through 19 villages of three Mouzas which requires acquisition of land about 1295 bighas. Zirat and field enumeration have been completed and preliminary estimates for Rs22 Crores approx have already been prepared.

Railway authorities have already paid Rs8.86 Crores for land compensation and premium of Govt Land. An area of 900 bighas of Govt land on rental basis already been handed over to Railway authorities near Bogibeel Bridge site for use as work site. Railways have paid Rs 13.5 lakhs being rent for the Govt land.

 

 

 

 

BAKIJAI COLLECTIONS UPDATE

With a view to discuss all issues related to Bakijai collections update in dibrugarh district and to sort out existing problems in Bakijai collections , a meeting with all bank branch managers  of Dibrugarh district and regional managers of selected districts.

It was observed that Bakijai collection for Feb 2002 have risen to 6.35 Lakhs.In pursuance of Govt directive Banks have agreed in principle to strengthen the Bakijai machinery by bearing costs for infrastructural developments m for smooth functioning of the system augmenting collections. Various steps were suggested for spreading public awareness regarding repayment of loans.

  LAND ACQUISITION FOR EXTENSION OF RUNWAY OF DIBRUGARH AIRPORT.

Land has been acquired for extension of runway and construction of Terminal Building of Dibrugarh Airport at Mohanbari.

The Hon’ble Prime Minister has visited Dibrugarh on 21st April, 2002 to inaugurate the commencement of work of the construction of bridge over Brahmaputra at Bogibeel.

Teachers DAtaBAse

Computerization of teachers’ database of elementary education and secondary education completed at the National Informatics Centre DIBRUGARH District Unit. (NIC) Ministry of Communication and Information Technology. The aim of computerization is to streamline man power, planning education policy and teacher training. Moreover the department decides to give specific codes state codes to every post and to every bonafide teacher for easy monitoring and transactions.

Army Recruitment Rally

An army recruitment rally was organised by the Jorhat branch recruiting office Jorhat at Chowkidingee field, Dibrugarh from 18 th February to 25 February 2002 against 300 vacancies for soldier, tradesman nursing assistant and soldier general categories. In the rally about 8700 candidates were screened from the Upper Assam districts of Karbi Anglong, Golaghat, Jorhat, Sibsaghar, and Dibrugarh. Tinsukia, Lakhimpur and Dhemaji. All total 77 boys were recruited during the drive which is the highest figure among Upper Assam Districts.  


The Hon’ble Prime Minister in his speech  had emphasized on early completion of the Bogibeel bridge project prior to the schedule time of seven years. The Hon’ble Prime Minister asked the Chief Minister of Assam to expedite the land acquisition process.

            Shri Arun Shorie, Minister for Disinvestment who is also the in charge of Ministry for North East Affairs had requested the people to ensure proper utilization of each rupee coming to North East. Shri Shorie had portrayed a picture of fund sanctioned for North East and also the unutilised amount.

            Shri Nitish Kumar, Hon’ble Minister for Railways, had announced in the public meeting about the specifications of the project which had been recently sanctioned clearing all doubts.

The entire   programme had been a great success for the district administration as well as for the railways. The railways   played a vital role in commencement of the historical event which the people of   Assam in general and the people of Dibrugarh in particular will always keep in mind. The district administration in Dibrugarh is committed to act for the actual work of building   the bridge and making the project a success
