According to World health Organisation
80% of diseases of the society are due to lack of safe drinking water
and proper sanitation. Most of the rural population in our country are
depending either on surface water or on underground water to meet up the
drinking water facilities. But these sources of water are not always safe
thus water borne diseases are very much prevalent in rural areas. Besides,
sanitation scenario in rural
areas is also not proper. Even today open defecation practice is observed in
most of the villages. Also Kaccha latrine, improper drainage, lake of idea
about soakpit, soakage pit, etc. are very much common in the villages of
Dibrugarh district. Therefore the main objective of the Public Health
Engineering Department is to supply potable drinking water to the people and
to improve sanitation scenario of the villages.

In sanitation sector PHED is giving stress on construction of
sanitary latrine to maintain higinity which has direct impact on health.
Conventional type of sanitary latrine are not always affordable by all the
rural people. Hence low cost appropriate technology is adopted for
construction of low cost latrine in rural areas which is easily affordable
by the rural people as the cost ranges from Rs. 500/- to Rs. 5,000/- per
unit depending on different types and models.
In water supply sector most of the sources as based on underground
water in our district as this is available with least cost and less effort
than surface water. For large scale supply PHED is running 125 piped water
supply schemes and 10,253 nos spot sources. After conducting water analysis
of underground sources in the departmental District level Laboratory at
Dibrugarh it revealed that underground water in our district does not
contain any harmful chemical unlike Karbi Anglong except iron and so
these water supply installations are simply based on aeration
filtration and disinfection.
Thus with the help of large nos of piped water supply schemes and
spot sources like H.T.W. , M-II , Tara Pump etc. PHED in Dibrugarh District
is engaged in supplying safe drinking water to the rural and Urban masses.

NOTE ON SCHEMES UNDER TAKEN BY THE DEPARTMENT COVERING OBJECTIVES AND
OUTLINE OF THE SCHEMES, TARGET, PROCEDURE OF SELECTION OF BENIFICIARIES WITH
TIME SCHEDULE.
To fulfill the objectives of this department the rural areas are
covered by installing water supply schemes through pipe network and also by
spot sources. In the piped water supply schemes the sources of water is deep
tube well, which is supposed to be free from any bacterial contamination.
The water lifted from the deep Tube Well is treated in the treatment plant
after aeration for removal of iron content. The water than chlorinated and
supplied to the rural people through pipe network to different stand posts
or taps. The details of the piped water supply scheme under Dibrugarh PHE
Division is given below.

Apart from the piped water supply scheme safe drinking water is also
provided through spot sources of different types viz Hand pump No.6, Singur
Hand Pump, Indian M-II and M-III Hand Pump, Tara Pump etc. for coverage of
villages. Sometimes these spot sources are imparted with excess iron problem
and to over come this difficulties, household type of iron removal plants
are attached with spot sources.
Details of spot sources installed since inception under Dibrugarh
P.H.E. Division is given below :-
To ascertain status of drinking water facilities, a
survey was conducted in the year 1991-92 under Rajib Gandhi national
Drinking water Mission through which villages were categorized as NC (Not
covered), PC (Partially covered) and FC (fully covered). Under Dibrugarh PHE
Division 1359 nos of main villages and 6721 nos habitations was
identified under the survey out of which 3213 nos FC habitations , 2125 nos
PC habitations were categorized. As per govt. norms, villages having level
of water supply as 4U LPCD was categorized as fully covered and below 40
LPCD was categorized as partially covered villages and villages where no
safe drinking water supply exist was identified as not covered status. In
the 10th five-year plan, all the NC and PC habitations were
targeted to attain FC status, but due to creation of some small habitations
i.e. hamlets, cent percent attainment of target could not be
achieved.
Till today, 1328 nos of NC habitations and 1169 nos PC habitation
have been covered under Dibrugarh PHE Division and the balance 956 nos PC
and 55 nos NC habitations have been targetted to be covered by the year
2002.For coverage of these habitations some times piped water supply
schemes are taken up and in some cases spot sources
