DIBRUGARH DISTRICT   

 VISION DOCUMENT 2006 OCTOBER, 2001

PREFACE    

The vision document sets the standard and the yardstick by which the district would bejudged and/or severely criticised for its failure to achieve the goals it has set for itself of its own will. Among other matters the document promises empowerment of women, gainful employment, self sufficiency, environmental protection, making the government simple, transparent, accountable and responsive and ensuring for its people a strong voice in the governance of the state.  

VISION , MISSION , VALUES AND GOALS  VISION 2006 :  

To enhance the quality of life of the people by making administration simple, efficient, transparent, participative and responsive to people’s need.  

MISSION STATEMENT  

We work for a government that  

Commitment Accountable Responsive Efficient Sensitive to people’s need for its people.  

VALUES : To strive for public health and well being , responsible administration, integrity of the public servants and excellence in the public service.  

GOALS : 

1.  Ensure responsive administration.  

2.                 Inspire and strive for excellence, innovation and achievement.  

3.                 Identify the felt needs of the district.  

4.         Develop the areas of core competencies of the district.  

5.                 Involve people in the decision making and administration.  

6.                 Integrated , decentralised and perspective planning.  

Dibrugarh vision 2006 has articulated the development goals to be achieved by the state by the year 2006. Vision 2006  document will be disseminated among the people across the district and there will be debates, discussions and seminars at the   District, Mandal and Village Levels apart from Universities, Colleges, Schools and Industries during the next two months. The views and comments received from the people will be incorporated and the vision document will be modified further. Introduction :  Dibrugarh is at a turning point in its history. The District has resolved to take a bold step to transform its governance, economy and society. By year 2006, the district  will be a development model for the state as well as country.   This document called the Vision 2006, articulates the goals and aspirations of all the people of the district across the  state.                    

Strength of the district :
 In India , Dibrugarh ranks among the richest districts in terms of natural resources. The District has rich mineral wealth and has the   largest number of tea gardens in the state. The district has good industrial climate as there as many thriving industries in the district. The mighty Brahamputra flows through and bless the district with fertile delta soil; The district receives the adequate rainfall. The district is strategically located in the eastern part and could well develop as the gateway to Arunachal Pradesh. The town has got a good river front which need to be developed further.   It is connected with Delhi , Calcutta and Guwahati by road, rail as well as air. 

The Vision 2006 :  
Dibrugarh  will focus on areas of core competencies:  
Poultry, Horticulture, Dairy, Seeds, Fisheries, agriculture, agro-industry,      Information Technology services, knowledge-based services, Logistics, Tourism, Small-scale service enterprises, Healthcare, sports, historical monuments and Educational services have been identified as the areas which can act as growth engine for making rapid growth in the district in next five years.

By 2006 , the district will make rapid progress in all areas identified as areas of core competencies. Every family will lead a socially just life filled with opportunities to learn, to develop skills, find employment and contribute for nation building. By 2006, every person in the district shall have  healthcare facilities and clean environment . Disadvantaged groups-scheduled castes and tribes, minorities and women-will be empowered and provided with the opportunities for education and employment. The old and the vulnerable will be helped to lead a secure and dignified life.  
The district will have highly skilled workforce and infrastructure to make business viable and competitive.  Everyone will benefit from a Government that is truly for the people, transparent and efficient in its functioning. The sports facility in the district would be developed so that the talents can be identified early and promoted.  

Transforming political governance :  
Most critical to the implementation of Vision 2006, the district administration will need to transform itself for playing a radically different role. The district administration will change the role to facilitator and catalyst for overall development. 

Marching towards Vision 2006:
 

In implementation of Vision 2006, the focus will be on making rapid progress in the areas identified as growth engines. For infrastructure development, there will be focus on new terminal at Mohanbari airport, setting up an inter-state bus terminal and improving the railway station at Dibrugarh. The government would be requested to start the work of bridge over Brahamputra in Bogibil. The important roads would be repaired and the pitch road would be made where ever possible. The damaged bridges would be repaired. The agricultural marketing sheds would be made at strategic places. The industrial park would be set up in Tengaghat, for which the proposal for 100 bighas approx. has been given to the government.  

In the area of town planning, the Dibrugarh town would be developed as the cleanest and most beautiful town. The bus stand would be shifted outside the town. The town roads would be widened and traffic would be streamlined. There would be fixed parking places for the private vehicles, three wheelers and rickshaws. The main town would be kept neat and clean. There would be dustbins for garbage collection and disposal. The drain of the town would be cleaned . There would be provisions for street lighting in main road as well as bylanes for which the local people would be involved. The parks would be made at Dibrugarh town as well as other towns in the district. There would be a bypass for National Highway at Dibrugarh town. In health care, all the PHCs and CHCs would be repaired and made functional. There would be  regular attendance of doctors. Essential medicines would be available in government stores.   The construction  and expansion work at Assam Medical College would be taken up under non-lapsable pool of central fund. There would be regular medical camps and free check-ups especially at the remote areas so that the poor and needy would get benifitted. The district would be made free of Tuberculosis . In education areas, building the capabilities of our people will be an equally critical task. Therefore, the administration will concentrate  in primary education and basic healthcare . There will be stress on vocational education, and private investors will be encouraged to set up skill building institutions in the district. There would be focus on developing the infrastructure in the schools, for which the resource would be generated at the local level. The teachers would be attending the schools regularly and would focus on impartin quality . As a result the performance of the students at the board exams as well as competitive exams will reach a new high. The proposed ITI institute would come up within 2006 at Borboruah.  

The district will be self sufficient in next five years in the field of poultry,horticulture, dairy and agriculture  In agriculture, the focus will be in strengthening the pather parichalana samities bringing more areas under multiple cropping, improving irrigation, proper use of cultivable waste land and increased use of fertilizers. There would be attempt to promote industries for processing, storage and marketing. There would be attempt to set up Air- conditioned warehouses. The administration will make arrangements so that agricultural credit for poor and marginal farmers are easily available. The district at present is not sufficient in poultry, fisheries and dairy.  However, in next five years, it will not only be self sufficient in these areas but will also explore market outside the areas and export the products. In Irrigation , Command area management in irrigated areas, watershed management in unirrigated areas and catchment area management in the catchments of major river systems will all be developed such that there is increase in the foodgrains upto the potential.  

In Small and Village Industries,  next to agriculture, the small and village industries sector provides the major avenue of employment in rural and semi-urban areas. The administration should pay detailed attention to (a) the supply of raw material in adequate quantity and of proper quality, (b) design improvement on the basis of analysis of preferences of consumers both in the home and foreign markets, (c) skill upgradation, (d) energy supply and (e) producer-oriented marketing. This sector in particular will provide opportunities for group self-employment and for home employment for women and will hence be vital for improving' the income of families without land and/or livestock assets.

 The administration would try to bring the hub of the software technology park in Dibrugarh so that this area can make sufficient progress in Information Technology. In tourism, Dibrugarh will focus on its strength which are its connectivity with the state and country by rail and air ; rainforest in Joypur, Jokai reserve forest in Dibrugarh, a huge stretch of riverfront , its proximity to Sibsagar and Kaziranga, and its position as gateway to upper Assam and Eastern Arunachal Pradesh. The administration will also develop the required infrastructure like rest houses and tourist lodges at various places for this purpose. Similarly, mini tourist resorts will be set up in the natural spots of villages and on the roadside forest areas.  
The district administration dedicates itself for the fulfillment of the goals mentioned in the vision document.  

INITIATIVES TAKEN AND ACHIEVEMENT OF THE DISTRICT ADMINISTRATION IN LAST SIX MONTHS.

 A.BRINGING TRANSPERANCY IN GOVERNMENT.  

(iii) Declaration of Citizen Charter at Deputy Commissioner’s Office mentioning  the Services which are available at the office   along with the deadlines. The aim of the citizen charter is to bring an administration which is accessible, fair, simple, quick, helpful, efficient, responsive and transparent.  

(iv)  Opening of Public Facilitation Counter at Deputy Commissioner’s Office. On an average, fifty to sixty people come to the facilitation counter daily for queries as well as submission of various forms/petition. Very soon, the facilitation center is going to be computerized with the adequate software loaded.  

(v)    Identification of Nodal Officers for redressal of grievances in Deputy Commissioner’s Office as well as many other Departments.  

(vi)  Declaration of Mission Statement ceremoniously on 15th August,2001 .  

(vii)  Launching a website www.dibrugarh.nic.in  for covering the whole district and the various initiatives taken by the district administration.  

(viii) Preparation of vision document for the district. Poultry, Horticulture, Dairy, Seeds, Fisheries, agriculture, agro-industry, Information Technology services, knowledge-based services, Logistics, Tourism, Small-scale service enterprises, Healthcare, sports, historical monuments and Educational services have been identified as the areas which can act as growth engine for making rapid growth in the district in next five years.

ix) Preparation of annual plan for the district. The district administration has identified eighteen areas on which it will concentrate for another four months for creation of infrastructures and meeting financial and physical targets.

B. Peoples participation in administration.  

(i)     Organising of Health Camps   ( total 219 Nos. of Health  Camps  organized         during last six months.)    

(ii)   Organising of  Peace March on   9th August, 2001 .  

(iii) Organizing of Rajah Adalat in various circles till now.  

Total No. of Rajah Adalat organized :-        38 Nos.  

 Findings :-        I) Mutation –                    402 Nos. dags 

                       II) Conversion from AP to PP    109B-1K-11Ls.

                     III) Premium realized -              Rs. 3,419/-                                         

    IV) Land Revenue  collected           Rs.66,635/-  

By Mouzadars.  

(iv)  Organising   tree plantation in Dibrugarh district by administration, people   and police.  (44,185 Nos. of seedlings have been planted during last six months).  

(v)  Organising  Awareness Camp for credit awareness (10 Nos. of camps have been organized  on 12.8.2001 during the Peace and Development Week).  

(vi) Organising  of public meetings with various Heads of Departments at  the    following  places :-  

(vii) Sessa,(2) Tingkhong ,(3) Moran,(4) Merbil .  

In the meeting , the various initiatives being taken by the government has been highlighted. The beneficiaries under various schemes like NFBS, NMBS, NOAP, MPLADS, MLAADS etc were given cheques as well as cash during the meeting.  

7.  Forty-four nos. of village tours ( including the tours undertaken in RPRS) have been    undertaken by the undersigned till date.  

8. Successful completion of Raijor Padolit Raijor Sabha in Dibrugarh in which   total 42206  petitions were received from the public.
